I went through a ridiculous wild-goose chase to install a Shoutcast client on my phone:
Download and install ShoutcastEngine_30.SISx and S60InternetRadio_30.SISx. These are open-source programs from Nokia, but Nokia apparently has pulled them from their website so I found the files via a web search. Also, the certificates have expired, so you have to temporarily set your phone's date & time to sometime in 2006 in order to install (2006-09-09 worked for me). Gah!
Find some shoutcast .pls files. Go to http://shoutcast.com and search for the kind of radio station you want. Click on a "Tune In!" link, and save the .pls file in your phone's memory card, in a folder named /Shoutcast (create the folder if necessary). I rename each .pls file (like "npr.pls" or whatever). The Nokia internet radio app will scan all the .pls files in all /Shoutcast folders on the phone, to put in its list of stations.
I've had spotty success listening. I am getting really good sound quality from WCAI over my home wifi, but it drops out every ten minutes or so, and I have to exit and restart the radio app to re-connect. Blah.
